SUPERVISES: Directly supervises CTE Central Support Staff   

 

DUTIES AND RESPONSIBILITIES: Responsible for the leadership of the Career and Technical Education program including the Comprehensive Local Needs Assessment (CLNA), CTE Local Application, vision, management of budget, technology, program equipment and CTE Central Support Staff. Provide support to both middle and high school principals, teachers, superintendent, and local board of education through effective communication of pertinent information. Facilitate appropriate staffing and staff development focused on improved instruction and student achievement through performance data analysis. Collaborate with post-secondary institutions to promote Career and College Promise (CCP), a seamless post-secondary transition and articulation for students. Participate in regional, state, and national conferences, workshops, and meetings to stay current on CTE issues such as legislation, policies, labor market, and economic development trends. Work cooperatively to build strong community/business and industry involvement to promote and enhance Career and Technical Education programs.  

Coordinates with Superintendent, Chief of Schools, Chief Financial Operating Officer, Directors, Principals and School Counseling Services.

 

MAJOR FUNCTIONS:  

The following list provides examples of appropriate activities for each of the five major functions.  

 

Accountability 

  1. Develop and implement the annual Career and Technical Education Local Application, including the Comprehensive Local Needs Assessment (CLNA) based on requirements of state and federal laws.  
  2. Coordinate the annual collection of data including academic and technical measures to meet state and federal performance indicators. 
  3. Measure and analyze performance data to improve instruction and student performance.  
  4. Prepare and submit all necessary reports as required by the LEA, State Board of Education, and federal law governing Career and Technical Education (Perkins V Legislation).  

Fiscal Management and Compliance 

  1. Plan, develop, direct, monitor, and maintain the Career and Technical Education budgets in accordance with established policies, local planning strategies, Standard Program of Study, and changing needs.  
  2. Reconcile financial records and prepare fiscal reports as required.  
  3. Ensure compliance with federal, state, and local laws, regulations, procedures, and policies.  
  4. Purchase instructional supplies, materials, and equipment for maintaining and improving CTE programs and the use of technology.  
  5. Ensure procedures are established to maintain inventory control of equipment, materials, and supplies in compliance with LEA procedures.   

Curriculum and Instruction 

  1. Provide for comprehensive professional development of teachers and staff inclusive of Career and Technical Education program curriculum/curriculum integration.  
  2. Encourage and support the improvement of instruction.  
  3. Support and promote active participation of teachers and students in Career and Technical Student Organizations (CTSOs).  
  4. Promote all work-based learning opportunities including cooperative education, work-study, internships, job-shadowing, pre-apprenticeships and apprenticeships as instructional methodologies.  
  5. Coordinate the maintenance and updating of technology and equipment in Career and Technical Education labs.  
  6. Develop and implement local and state articulation agreements between secondary and postsecondary institutions to allow a seamless transition for students.  
  7. Maintain a current knowledge of curriculum development and instructional strategies resulting in effective education design and delivery.  
  8. Coordinate with the CIMC to implement the curriculum instructional management system and support the New Teacher Institute and Induction.
  9. Support and promote industry credentialing of programs, teachers, and students.  

Community Involvement and Partnerships 

  1. Promote school and community relations with agencies, individuals, and groups within the community regarding the standards and relevance of Career and Technical Education programs.  
  2. Represent the Local Education Agency (LEA) at local, state, and national conferences and serve on advisory boards and other committees as deemed appropriate.  
  3. Develop partnerships with key external stakeholders such as Business and Industry, Institutes of Higher Learning, the Chamber of Commerce, the Workforce Development Board, and Economic Development that advocate the value of CTE by fostering high-skill, high-wage, or high-demand career opportunities for students.  
  4. Communicate pertinent Career and Technical Education information to the Superintendent, Board of Education, CTE staff, and advisory committees.  
  5. Continuously appraise, evaluate, and promote the Career and Technical Education programs including utilizing CTE Business Advisory Committees.  

Human Resources 

  1. Allocation of funding for Career and Technical Education teachers and staff in compliance with Fiscal Policy.  
  2. Serve as a liaison between the LEA Human Resources Office and the Licensure Division of the State Department of Public Instruction.  
  3. Recruit, interview, hire, support, and allocate personnel in Career and Technical Education programs.  
  4. Coordinate and supervise Career and Technical Education professional development activities, both school-based and district-wide.  
  5. Maintain and support the funding and participation in regional, state and national conferences and workshops for Career and Technical Education in compliance with Fiscal Policy.

Terms of Employment:  12-month contract with salary commensurate with the NC State Teacher Salary Schedule as outlined by the North Carolina Department of Public Instruction.
